There are dozens of ways you could transfer files between the two:

  1. Put them on a USB Flash drive.
  2. Put them on a floppy disk.
  3. Put them on a CD (if made in Linux, you'll need to make sure it does not use Rock Ridge extensions to the ISO9660 standard).
  4. Put them on an SD card
  5. Install Samba in Linux and share over a Windows workgroup.
  6. Install an NFS client or server on Windows or Linux
  7. Install an FTP server on Windows or Linux
  8. Install a web server on Windows or Linux
  9. Use Windows versions of SSH and scp to copy from and to a Linux system
  10. Install rsync on Windows or Linux
